Two years have passed since elite police officer Damien Tomasso teamed up with reformed vigilante Leito to save the notorious District 13, a racially charged ghetto populated by violent drug-dealing gangs and vicious killers. Despite government promises to maintain order, the state of the district has deteriorated and is causing civil unrest. A group of corrupt cops and elected officials begin conspiring to cash in on the district's redevelopment. Damian and Leito must join forces again.

This is a 2009 sequel to the 2004 French parkour-filled action movie "District 13."
"Parkour" is a training discipline using movement that developed from military obstacle course training.
Practitioners aim to get from one point to another in a complex environment, without assistive equipment and in the fastest and most efficient way possible.
Parkour includes running, climbing, swinging, vaulting, jumping, rolling, quadrupedal movement, and other movements as deemed most suitable for the situation.
Parkour's development from military training gives it some aspects of a non-combative martial art.
Although this action-filled movie seems exciting, the storyline and the performances of the actors are second-rated, if NOT third-rated.
Accordingly, the whole flick appears like a B-movie---if NOT a C-movie.
